well, the cap relays did need a change. couse it was 20% faster recharge with no penalties. but this change seems a little brutal...

what about -25% in shield size and +20% cap recharge?

the cap relays need a penalty, whatever u say cant change that. if u want a fast cap recharge rate, u need to sacrifice something, or else it would be unbalanced...
and amarr ships should not get a faster cap recharge, just lower the cap used by the lasers a little...

-25% shield capacity might be a bit harsh, but as the other dude said, -15% shield capacity might be better...
now "-25% shield boost using shield boosters" would be very harsh as it would STOP all shield tanking... 7xCap Relays will what, give a xl booster like 30 shield per boost? (just a guess)

so shield tankers will use powerdiags and armor tankers will use cap relays... who gets the fastest cap recharge?

amarr ships doesnt suck. amarr ships are fleet ships and thats what they are good at.

since im at war agaisnt PIE Inc. i know that a shield tanked apoc can run its shield booster almsot forever....

uhm, i can run 7 miner 2's and no cap relays at all with my megathron, the same with 5 miner 2's on my thorax...

wtf? the lasers will not be changed becouse of people using EM and thermal hardners. And your saying that a apoc need 7 cap relays to run a xl booster? a scorp has only 4 cap relay and can run the xl booster fine, why should the apoc have problems?
besides, if the cap relays gets nerfed, amarr ships will still have the lowest cap recharge rate and will still be able to run the xl booster the most. Since you said you cant boost your shields if the cap relays gets nerfed is just crap.
Lasers eat shields alive, even if they have em and thermal hardners. cap reduction is the only thing that should be changed will lasers becouse last time ccp boosted dmg on lasers ie. tachyons ot got overpowered and was used by everyone no matter what the cap usage was...
